高雄市政府警察局刑事警察人员侦防绩效评核之研究-论文降重复范本

【中文摘要】:全球化竞争激烈趋势下,绩效管理不仅成为企业界的重要工作,也被政府各机关视为考核公务员依据之一。对我国警察机关而言,尤其是刑事警察单位传统上以刑案绩效衡量工作效能,过度强调刑案绩效数字,已经无法完全反映民众对于警察角色的期待,也会间接影响刑事警察勤务编排与运作。警察工作与社会环境密不可分,在不同的政治与时代背景下,警察有不同的角色扮演,亦赋予警察不同之概念与职能。本研究藉由探讨我国在台湾地区自光复后的警察政策沿革为体,警察的刑事侦防绩效管理政策为用,以高雄市政府警察局为例,採用刑事警察人员为母群体,意图以质量并重方式,透过蒐集相关企业与公部门或非营利组织之绩效评核管理理论与实务,以研析刑事警察人员侦防绩效评核与管理之效能、探讨现行制度施行上对警察遂行维护治安成效之关係,期望能提供内政部警政署刑事警察局、高雄市政府警察局以及其他县市对于提升警察组织成效之具体评估方式以及建议。
而经过研究资料蒐集、质量并重等方式,并针对高雄市政府警察局刑事警察大队及各分局侦查队人员进行抽样调查,包括刑警大队侦查(副)队长及各分局侦查(副)队长计有30人、分队长有24人、侦查员70人、侦查佐有511人,共计有635人,经调查回收整理后,计发放361份问卷,其中无效问卷56份(18.1%),最后有效样本问卷305份(84.5%)。利用SPSS For Windows v17.0版统计套装程式,进行统计分析,得知以下结论与建议。
一、结论:现行刑事警察侦防绩效管理制度,现行刑事警察侦防绩效管理制度的应然面,从早期「破大案,抓要犯」

着重事后犯罪侦查绩效到现代的侦查与预防并重的刑事警察侦防绩效管理制度;国内因为解严后,治安呈现脱序现象,于是刑事侦防评核管理政策随之调整为重视程序正义、人权保障等刑事侦防绩效评核规定与强化为民服务、警民合作等侦查与预防并重的警政政策。现行刑事警察侦防绩效管理制度的实然面,犯罪预防的工作耗时,难以量化,导致刑事侦防绩效评核的实然面上仍面临「重侦查,轻预防」窘境;刑事警察人员侦防绩效评核管理制度对于增加组织绩效(满意度、内外部效益与形象)、「个人工作动机(内外部士气、合理性、公平性与效益)」与「现行『各县市治安状况督导评核方案』有助于达成组织目标与提昇个人工作动机」方面。
二、 建议:刑事警察局检肃科所制订的「各直辖市、县(市)政府警察局OOO年检肃黑道帮派工作绩效评核与奖惩规定」,受访者认为无法让基层刑事警察人员有效增加工作满意度应该加以修订;警察机关要提昇外部治安满意度,在刑事侦防绩效管理制度上,应该採取

「分级制度,专责管理」;依据该评核规定之奖惩额度叙奖时,常遭上级机关人事单位刁难等实际面观之,建议刑事警察局应秉持刑事专业一条鞭精神,明确规範奖度,才能提高刑事警察人员对于刑事侦防工作认同感;现行刑事侦防绩效评核管理政策增加刑事警察单位内部侦防效益方面,在年底核计刑事侦防绩效评核时,还是应该落实「专责分工」配分达成率为年终考核依据。修改警察机关公文处理时效规定,将其排除在管制案件之外。对于个人工作动机(内外部士气、合理性、公平性与效益)方面的建议,中央警察机关在制订相关刑事侦防绩效评核规定时,多听取地方警察机关意见。刑事警察人员侦防绩效管理制度具有合理性方面,建议地方(高雄市政府警察局刑事警察大队所制订的刑事侦防绩效评核规定)之高雄市政府警察局刑警大队採行甲、乙、丙组分组「配分制」与高雄市政府警察局刑警大队採行「专责编组配分制」等可以推广到全国。

Under the fierce competition of globalization, performance management is not only an important work of the business community, civil servants are also considered based on the assessment of the various government agencies. For our police, criminal police units, especially in criminal cases, the traditional performance measurement work performance, excessive emphasis on criminal cases performance figures have not fully reflect the expectations of the public role of the police, will indirectly affect the layout and operation of the criminal police service.Police work closely with the social environment, under different political and historical background, the police have different roles to play, the police also give different concepts and functions.
